The purpose of the Small Business Enterprise (SBE) is to remove barriers faced by all small businesses in an effort to increase their participation on federally-assisted transportation projects. SBEs will need to apply and be certified by the Department's Bureau of Equal Opportunity, unless they are currently certified as a Disadvantaged Business Enterprise (DBE).Firms currently certified as a DBE by the PA UCP are eligible to participate in the SBE Element and DO NOT need to submit a SBE application. If your firm's DBE certification is removed and you believe you meet the SBE requirements, you must apply for a login and follow the application process for SBE certification.

Greater visibility to contractors and consultants looking to partner with qualified firms on federally assisted transportation projects.
Ability to become eligible to bid as a prime contractor on specific municipal highway projects.
Access to training and consulting services through the SBE Supportive Services Center.

Is the owner(s) a U.S. citizen or lawfully admitted permanent resident of the U.S.?Is the owner(s) economically disadvantaged? (i.e. personal net worth does not exceed $2.047M?
Are your firm's average gross receipts over the previous three fiscal years less than $31.84 million?
Is your firm organized as a for-profit business?
If you answered "Yes" to all of the questions above, you may be eligible to participate in PennDOT's SBE Element.
Submit your SBE application online by logging into the SBE Website. In order to login, you must first request access to the SBE platform. See Login section for the instructions on how to request an authorize user account.

OUT OF STATE FIRMS:
Certification is free. There is no fee for applying for certification as a SBE with PennDOT. However, if
your firm's principal place of business is not located in Pennsylvania and you do not have an on-site
report from your home state, you will be required to pay travel related expenses incurred by PennDOT
to conduct an on-site evaluation consistent with the Commonwealth Travel Policy.
